Construction Logistics Plans.

CLPs are an important management tool for planners, developers and all parties involved in the planning process for construction work. They are an effective way of reducing the negative effects of construction work such as congestion, pollution and noise on local residents, businesses and the environment. A well-written CLP benefits the local environment and road-users, and can generate cost savings by streamlining delivery activity. Other purposes include: Reducing the impact of pollution from traffic and congestion on the environment Raising standards of safety on the roads, with particular emphasis on vulnerable road users Reducing the effect of construction activity on highway efficiency. Bernard Weatherill House CLP. Croydon council’s new office building Bernard Weatherill House was the first major development in Croydon to have a Construction Logistics Plan. Croydon council worked closely with the main contractor (Sir Robert McAlpine Ltd) and its supply chain partners throughout the planning phases in order to develop a CLP framework as well as setting up a monitoring regime to measure the effectiveness of this innovative project. Delivery management for Bernard Weatherill House was managed using Alandale Logistics’ web-based delivery management system (ADBM); bookings for deliveries to site had to be made 48 hours in advance using ADBM in order to be approved or declined by the site management depending on programme priorities and access pressures. Project Outcomes. The use of ADBM in this way allowed the benefits of the CLP to be assessed as follows: Good neighbour status; 26% fewer vehicle delivery or collection visits to site during the build and fit out phases in comparison to the initial prediction prior to the development of the CLP; Fewer vehicle movements resulting in less congestion, lower CO 2 emissions and better local air quality. Initial estimates suggest a 53.5T reduction in CO 2 emissions, 2.7kg less particulates and 266kg less NO x ; Waste minimisation and management resulting in 94% recycling of site waste; On-time delivery performance was measured at 97% compared to an industry norm of approximately 85%; Better control of subcontractors through the use of a contractors’ handbook and embedded contractual requirements for subcontractors. Future Work. The experience gained from implementing this CLP has been used by the council to develop several documents that are designed to help other developers and their contractors to meet the same standards. In parallel with this, baseline requirements have been embedded within the planning system that place more emphasis on logistics planning as a key element for the design and implementation of a construction project. When taken together this suite of documents provides developers and their contractors with all the information they need to assess if the production and subsequent implementation of the CLP is something that they can do in-house or whether they need specialist support.
