The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors. The Norwegian Refugee Council has approximately 4000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world's largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs. Updating the Global Logistics Handbook. Introduction: The Norwegian Refugee Council (NRC) is currently working on a comprehensive update of the Global Logistics Handbook (LH) and is seeking qualified individuals or companies to help manage this project to completion. Terms of Reference (ToR) and specific tasks: Reference group: Setting up of a reference group consisting of key stakeholders Developing a ToR for the reference group. Working with the reference group to develop and approve the content of the Logistics handbook. Include additional details concerning the bids analysis process. Establish a standard format of ‘invitation to bid' (more detailed than current one) Add ‘legal requirements' section on the purchase order. Add a section on supplier performance management. Add section guidance on procurement of consultancy services and link them to the Head Office (HO) Human Resources (HR) policies. Anti-terrorism: Developing an anti-terrorism compliance section to the procurement chapter. This section will be informed by NRC's focal person concerning issues related to anti-terrorism. Formulating an anti-terrorism compliance form as an annexure to the LH and referring to it in the anti-terrorism section. Contracts: Improving annexure 7 of the LH: Consider the possibility of formulating the contract as a 'fill in the information' type of document where the fields and the formats are standardized and one only needs to fill in the relevant sections. Lease agreements: Improving the lease agreement annexure 12:Get it reviewed by a lawyer and frame it similarly to the contracts template (fill in the information) type. Feedback: Integrating all feedback received from the field staff into the LH. Vehicle management: Include www.toyodiy.com in the vehicle management chapter as a reference tool. Edit the newly developed vehicle management chapter into the handbook (including all annexures). Add section on driving tests in the chapter of the LH concerning vehicle management. Procurement: In consultation with the finance team, add an authorization & signature table to the finance handbook and remove it from the logistics handbook. Vendor registration prequalification process: Include a m ore detailed section on prequalification of suppliers : Finalize the draft version of the vendor registration process, including the vendor registration form. Edit the vendor registration process that is included in the procurement chapter of the LH. Consultancy information: Work related information and expected travel(s): The consultant will be expected to travel to one or two logistics seminars (Nairobi and/or Dubai) and meet with the various logistics managers to discuss the update of the LH and obtain relevant feedback. The consultant will also be asked to do a small presentation on the project and use the seminar to announce the project and suggest the collection of feedback. The consultant will be expected to travel to Oslo at least once during the project lifetime. The consultant will work from their 'home office' in the country of residence, wherever that may be. The consultant does not have to be in Oslo. The duration of the contract will be for 3 months, with a potential extension of 1 month if required. The consultant is expected to start in as soon as possible, preferably in August. The expected completion date of the final product (a fully updated logistics handbook, including all annexes), published on the NRC intranet by or before the 31 st of December 2014.
