Supplies and Logistics. Procurement Publications. UN Procurement Practitioners' Handbook. The Handbook is a compilation of good procurement practices by UN organizations, including UNICEF. It complements, but does not replace, existing UNICEF procurement rules and regulations, procedures, processes or Book G. The Handbook is a compilation of good procurement practices by UN organizations, including UNICEF. It complements, but does not replace, existing UNICEF procurement rules and regulations, procedures, processes or Book G. All UN organizations are guided by the Common Guidelines for Procurement, which cover procurement from sourcing to the execution of a procurement contract. But they do not cover the details of procurement, logistics or contract implementation matters that may be particular to each UN organization concerned. The UN Procurement Practitioners' Handbook was developed to provide a broader picture of the different ways of doing procurement within the UN system. The Handbook is based on the following publications and documented practices: • Common Guidelines for Procurement in the UN System • Procurement practices in the UN system of organizations • Existing procurement manuals among the various UN organizations • UN Procurement Competence Baseline • Third-party literature on procurement in the public sector. The handbook serves the following purposes: • Description of the guiding principles that govern UN procurement activities; • Overview of the UN procurement cycle, including certain cross-cutting themes like risk management, sustainable procurement, e-procurement, logistics, and ethics; • Reference material for the Common Procurement Certification Scheme for the UN; • Basis for development of training material; • Basis for further development of coherence in UN Procurement; • Basis for further development of UN Common Guidelines to adopt good practices in procurement. • Procurement practitioners in the UN system of organizations (e.g. supply staff in UNICEF) • Trainers and facilitators developing UN procurement educational programs • Requisitioners, clients and end-users that are part of the UN procurement process. The UN Procurement Practitioners' Handbook has been prepared by a Committee that is part of the Inter-Agency Procurement Working Group (IAPWG). UNICEF is one of the main supporters of this UN coherence initiative in procurement. Through its Supply Division, UNICEF is a co-author of the handbook, and has ensured that nothing in the handbook contradicts UNICEF’s procurement rules and regulations or procedures. The Handbook was prepared as part of the “Common Procurement Certification Scheme for the UN” project- of which UNICEF is an active member through its Supply Division. It was originally envisaged as the body of knowledge of the UN procurement certification scheme. Due to the costs associated with customisation, the focus has shifted to finding certification schemes that are already established and available ‘off-the-shelf’. In this context, the UN Procurement Practitioners' Handbook can serve as additional reading or preparation material for people who want to enhance their UN procurement skills.
